0 bars means no menthol at all. Three bars means a heavy ice finish. The number is how cold the exhale reads, not how strong the flavor is.
We sort by what you taste first, not by which device it ships in. A flavor that has "Ice" in the name always lands in Ice & Mint, never in Fruit.
Devices name flavors independently, so a few appear twice upstream — Peach Mango Watermelon and Mango Peach Watermelon are one flavor, listed once here.
